Procedure

Intent and objectives

This procedure outlines the process to be used to approve a new program which is a Double Degree comprising two Higher Education programs each of which has been separately approved via the standard New Program Approval procedure or a Dual Award comprising a Higher Education program accredited by Academic Board and a TAFE program accredited by the Board of Technical Studies.

Academic Portfolio Boards can recommend that a Double Degree program or a Dual Award (HE/TAFE) program be formed from separately accredited programs.

Programs Committee shall recommend approval to Academic Board and in the case of HE/TAFE dual awards to Academic Board and the Board of Technical Studies using the following simplified procedures.

Procedure

Endorsement of the proposed program from the relevant Academic Portfolio Board(s) according to the attached format, accompanied by a letter of endorsement from the Chair of the relevant program advisory committees. Programs Committee will recommend to Academic Board (and Board of Technical Studies as appropriate) for approval by Council.

Format

1. Identification

a) Academic Portfolio(s) of

(Identify both Academic Portfolios if proposed program involves two Academic Portfolios and the Academic Portfolio taking responsibility for the proposed program. If both Academic Portfolios are to be jointly responsible identify the arrangements.)

b) School(s) of

(Identify both Schools if proposed program involves two Schools and then specify the School taking responsibility for the proposed program. If both Schools are to be jointly responsible identify the arrangements.)

c) Program title

d) Abbreviated title

e) Proposed year of introduction

f) Length of program

(Length of program in years and semesters. Full time and/or part time)

g) Study mode

(Is the program to be studied internally, at a distance, offshore, full time or part time, FFPOS)

h) Articulation

(Is the program expected to stand alone; are there specific programs which articulate with the proposed program?)

2. Evidence of demand

a) Include an estimate of student demand for the proposed double degree.

(This may be related to student demand for similar double degrees and double degrees generally.)

b) Describe the expected destination of graduates in terms of how they would fit into the employment profile of the industry or profession.

(This should be done in consultation with the Program Advisory Committee)

c) Student demand for competing programs at other institutions.

d) Program teams describe the measuring device to use to validate how the planned student learning outcomes will be met 3 to 5 years after program implementation.

(* Currently the ISO requirement for program validation is only concerned with undergraduate programs.)

e) Program teams describe the professional recognition of the program by accrediting bodies overseas or the consultation that has occurred to ascertain the future status of such recognition.

3. Aims and objectives

a) Describe how introduction of a new program is consistent with the strategic plans of the Academic Portfolio and the University and the Teaching and Learning Strategy and other relevant academic policies.

(It should be made evident how this program will advance the missions of the University and the Academic Portfolios by contributing to their strategic plans. The document should also address other relevant priorities which may be decided by Academic Board from time to time. Clear and direct links should be made between specific items in the Teaching and Learning Strategies and the proposed program to demonstrate conformity with the requirements of the Teaching and Learning Strategies. The Secretary of Programs Committee maintains a record of relevant Academic Board decisions and procedures).

b) Describe the graduate capabilities of the program, in terms of their knowledge skills and attitudes.

(The graduate capabilities developed through the program should be explained in terms of capabilities related to discipline-specific knowledge as appropriate. These should be stated for the core of the program and for elective components. The submission should also relate these capabilities to the graduate capabilities detailed in the University and Academic Portfolio Teaching and Learning Strategies).

4. Resources

a) Source of funds (EFTSU)/(SCH)

(Will the program be supported by COG EFTSU/SOG SCH and if so where, within the Academic Portfolio's existing quota, will the EFTSU come from? Is there the prospect of industry-funded places in the program? Is the program to be marketed to full fee paying students either locally or off-shore? Include expected commencements, continuing and completing numbers. Note that "fee for service programs" require a fee structure approved by Business Advisory Services).

b) Identify the academic and support staffing required by the proposal.

(Where students will be accommodated in existing classes in the base or similar programs this should be noted or other arrangements described. Who will comprise the Program Team? Ensure all the components of the program are catered for).

c) Identify any additional accommodation required to deliver the program

(Is the proposed program to be taught on campus or at a distance? What type of teaching/learning accommodation will be required for the program?

Is the appropriate teaching/learning accommodation currently available? What is being done to ensure that it will be available?)

d) Identify any additional major equipment required by the teaching activities within the program.

e) Identify any additional information technology or computing facilities required by the program.

f) Identify any additional library sto

ck required to support the program.

5. Program structure

a) Outline the structure for each year of the program including credit points and yearly totals for the:

i. proposed program

ii. two degrees or TAFE program, showing any courses being substituted for or omitted from the degrees

b) (List courses in the proposed double degrees by year level showing credit points and identify the similarities and differences with the existing degrees/TAFE program. Provide a diagram as well as an explanation. Explain why the differences will not prejudice the achievements of the program learning outcomes (including the graduate capabilities of each program). Show how the proposed program complies with the credit points policy including the ratio of teacher guided and learner directed hours.

c) Describe the relationship between the program structure and the aims and objectives.

(How will knowledge and skill and understanding develop throughout the program? It is recommended that key learning outcomes of major component of the program - including years and streams - be described and related to program objective. In this context indicate how each of the courses will contribute to the overall aims and objectives of the program; indicate where and how the graduate capabilities will be addressed).

d) Identify any changes that affect Schools other than those involved in the proposal and include confirmation from such Schools of their ability to support additional teaching caused by the changes.

(What discussions have been undertaken and what agreement reached concerning the nature of appropriate learning outcomes, student learning experiences and assessment?)

6. Courses

Include only course guides for proposed new courses.

(Where courses comprising the new program are all extant in the existing base degrees or awards course guides are not required.)
